Bernice Moro is a Resource Specialist who provides technical assistance and professional development to school administrators, teachers, and support staff, focusing on English Language Learners (ELL) with disabilities. Dr. Moro has a long career with the New York City of Department of Education, where she served in various administrative and school roles, such as Deputy Superintendent of a school district in the South Bronx, Lead Regional Administrator of Special Education, Director of Special Populations for English Learners under the NYC Department of Education’s Division of Special Education and the Division of English Language Learners. Additionally, she was Director of the Manhattan/Staten Island Bilingual Technical Assistance Center (MS/BETAC) at Hunter College and Associate Director of SINERGIA Inc., a community-based organization that services individuals with developmental disabilities and their families, and currently serves on their Board of Directors. Over the course of her career, she has advocated for policies that ensure that all students, as well as multilingual learners and those identified to have special needs, receive an appropriate educational program and support services, with a strong conviction that all students can succeed academically if provided with the proper educational and community supports.

Dr. Moro has a Ph.D. degree from New York University in Bilingual Education. Her research focus was on early childhood ELLs identified to have disabilities. She has a Master of Education (MEd) from Temple University in Special Education and a Bachelor of Arts degree from Fordham University.
