Dr. Alex Chohlas-Wood received a seed grant from the Public Interest Technology University Network (PIT-UN) to pilot public interest technology that will assemble a national database of police misconduct lawsuits. The proposed database will be built from unstructured lawsuit documents pulled from the federal government’s Public Access to Court Electronic Records (PACER) service. Dr. Chohlas-Wood’s pilot will focus on lawsuits filed under 42 U.S. Code § 1983, a federal statute commonly used to sue police departments for civil rights violations. Notably, PACER is maintained by the judiciary branch—not the executive—alleviating concerns about long-term data availability. This database will be a crucial resource for future research on policies to reduce police misconduct, highlighting technology’s potential to combat inequality and strengthen public accountability.
