DESCRIPTION
This workshop is designed to provide an overview of the determination of English language proficiency (ELP) or ELL status for a student with an Individualized Education Program (IEP) who newly enrolls or re-enters a NYS public school; including preschool students with an IEP entering Kindergarten. The purpose and role of the Language Proficiency Team (LPT) members will be addressed, including key factors they should consider when recommending whether or not a potential ELL with an IEP should or should not take the NYSITELL.

AUDIENCE
School and District Administrators responsible for meeting NYS Regulations– CR-154-2 & 154-3, ALL Language Proficiency Team (LPT) members (e.g., school/district administrators, bilingual and ESOL certified teachers, directors of special education, or their designee), ENL coordinators, guidance counselors, and admissions administrators

OVERVIEW

Presenters will address the following:

  • Description of the NYS Regulation, CR Part 154-3, related to ELLs and ELLs with disabilities, and the responsibilities of the School Principal and District Superintendent to ensure the ELL identification process is timely and appropriate

REVIEW

  • The ELL identification screening process for students who enter or re-enter a NYS public school with an IEP, including preschool students with a disability entering kindergarten
  • What is the Language Proficiency Team (LPT), and its role in the ELL Identification Process?
  • What does the LPT Review process look like?
  • Evidence LPT should consider by reviewing specific information and documentation, when recommending whether a student’s disability is the determining factor affecting their ability to demonstrate proficiency in English during the Initial Screening. Or if the student may have second language acquisition needs and should take the NYSITELL
  • What the LPT can and cannot recommend
  • Documentation that’s required after the LPT makes a recommendation
  • Principal and Superintendent’s review of the LPT recommendations and timeline
  • Notifications and rights of parents/guardians of students with disabilities under CR Part 154-3
  • ELL program placement and services for students with disabilities
  • Initial (NYSITELL) and annual assessments of English proficiency (NYESLAT) for students with disabilities, including testing accommodations
  • ELL exit criteria for students with disabilities

The NYS Statewide RBERN and Hudson Valley RBERN are approved sponsors of CTLE under Section 80-6 of the NYS Commissioner of Education Regulations. To be awarded CTLE credits, all participants must fully attend all required parts of the professional development and be actively engaged in the learning process (as demonstrated in the breakout rooms and chat discussions).
