Patrick Callan is a leading advocate for access and affordability in higher education. He is president of The National Center for Public Policy and Higher Education, a research center that focuses on key questions about state and federal policy. The National Center is well known for its annual report, Measuring Up: The National Report Card on Higher Education, which provides the public and policymakers with information to assess and improve postsecondary education in each state.
