Indian Higher Education: Reforms in Context of Political and Economic Changes

Higher education in India has expanded at a break-neck speed. Over the last decade, nearly 20,000 new colleges were established and student enrollment has more than doubled, from 8.4 million to 17 million. While this expansion looks promising, it is still low in terms of gross enrollment ratio (GER), which is less than 20% and suffers from serious inequality by gender, region and caste. At the same time, there are many recognized and unrecognized institutions with a huge variance in quality. Thus the issue of access is further confounded by the complexity and incoherence the higher education structure resulting in a slow pace of reforms. The session will discuss the context of reforms and key developments in Indian higher education from the perspective of balancing the needs of access and quality in response to sociopolitical and economic changes.


Rahul Choudaha is Director of Research and Strategic Development at World Education Services, New York, where he heads advisory services for institutions ( and international students ( He writes, speaks and advises on internationalization, student mobility, transnational education and collaborations at the intersection of research, marketing, technology and strategy. He earlier worked with the Indian School of Business (ISB), Hyderabad in international admissions and marketing.

Dr. Choudaha is actively engaged with the profession of international higher education. He is a member of the Editorial Board of the Journal of Studies in International Education (JSIE) and Association of International Education Administrators (AIEA). He has presented more than 50 sessions at professional conferences including AIEA, NAFSA, EAIE and NAGAP. Dr. Choudaha has been quoted in media including BBC, TIME, NPR, The Wall Street Journal, The Chronicle of Higher Education, Times Higher Education and InsideHigherEd. Dr. Choudaha earned a Ph.D. in Higher Education from the University of Denver, a Master’s degree in Management and a Bachelor of Engineering degree from India.
