Richard G Maloney, PhD, FRSA is a Clinical Associate Professor and Director of the Performing Arts Administration graduate program at the Steinhardt School of Culture, Education, and Human Development, and an Affiliated Faculty member of the Wagner Graduate School of Public Service at New York University. He teaches courses in performing arts administration, cultural and creative industries, research methods, and cultural policy.  

Dr. Maloney’s research has been supported by the National Endowment for the Arts and published by the Brookings Institution and the Journal of Cultural Management and Policy. His primary research interest is exploring local cultural policy.  Most recently, he has been exploring how cultural districts increase community engagement in small and mid-sized cities and towns in Massachusetts.

Dr. Maloney is Co-Editor of the “ENCATC Advances in Cultural Management and Policy” book series, which is based in Brussels and published by Routledge.  He serves on the International Advisory Board of “Culture: Policy, Management and Entrepreneurship,” published by the Taiwan Association of Cultural Policy Studies.  He serves on the Academic Committee of the “Journal of Chinese Arts Management” and on the Scientific Committee of the “Journal of Cultural Management: Science and Education,” based in Berlin.  Finally, he serves on the Advisory Board of “ENCATC Scholar: Cultural Management and Policy Education and Teaching,” published in Brussels.   

From 1985 to 1998, Dr. Maloney played guitar and keyboards for rock bands in the Boston area. Since that time, he has focused on the medieval, renaissance, and baroque lute and has performed in dozens of early music concerts.  In addition, Dr. Maloney worked at the Boston Early Music Festival, the Boston Camerata, and the New England Conservatory for seven years before entering academia.

Currently, Dr. Maloney is Vice-President of the board of directors of ENCATC, the European Network on Cultural Management and Cultural Policy Education.  He is a member of the jury for the ENCATC Research Award, given annually to the best dissertation in the field of cultural management and policy. He serves on the board of directors of the arts advocacy organization Mass Creative (he is co-chair of the arts policy committee) and on the board of the Featherstone Center for the Arts in Oak Bluffs, MA.  Previously, Maloney served six years on the board of directors of the Association of Arts Administration Educators (AAAE).  In 2021, Dr. Maloney was named a Fellow of the Royal Society for Arts in the UK (FRSA).

Dr. Maloney holds undergraduate degrees in European History and Music (classical and jazz guitar), a Graduate Diploma in Early Music Performance (lute), a master’s degree in Arts Administration, and a doctorate in Law and Public Policy (cultural policy).

Environment of Performing Arts Administration

Introduction to the controlling elements affecting performing arts organizations in the United States. In addition to examining the position of the artist in society and in the labor market, the course analyzes the relationship of the environment to the production, marketing, and distribution of artistic services. Students study the derivation of the present environment, the relevance and import of tax exemption and nonprofit status, the organizational structures for arts organizations, the role of funding on all levels, and the strategies and techniques needed to manage performing arts organizations effectively.

Issues and Practice in Arts Administration: The European Context

This course offers the student, whether graduate or arts administration practitioner, an intensive experience in learning about cultural policies and arts management practices in at least two European countries. The Arts Administration Study Abroad is comprised of a series of lectures, site visits, case studies, discussion sessions and presentations. Issues change from year to year as cultural policies develop in chosen venues. Students examine a combination of policy and practice, meet with arts administrators and policy makers, and present case study analyses on the basis of their lectures and onsite visits.

This course explores the social and economic impact of these industries in the US and the UK, and examines how arts administrators manage their effects and contribute to policy development.
