The TACD project provides technical assistance, professional development, and follow-up support to districts and regional networks in New York State. The services are intended to support the efforts of identified districts and regions to address the disproportional representation of minority students in special education. The project's framework is delivered in a two strand approach. Strand one focuses on districts and individuals, state and regional networks to root cause. Strand two focuses on professional development by building capacity in districts and regions. Services are provided in the following capacity:
