Technical Assistance Center on Disproportionality(TACD)
Technical Assistance Center on Disproportionality (TACD) project, formerly known as Chapter 405, at The Metropolitan Center for Urban Education (Metro Center), is contracted through the New York State Office of Vocational and Educational Services for Individuals with Disabilities (VESID) to develop, implement, and assess a process of providing comprehensive technical assistance and professional development trainings to New York State School Districts that are addressing issues of disproportionality.
Technical Assistance Center on Disproportionality’s work includes building the capacity of regions and districts in understanding the root cause and systemically addressing the disproportionate assignment of various subgroups in special education. This entails providing professional development trainings, coaching, training follow-ups, materials, and resources. The resources include a Web-Based Clearinghouse, a Disproportionality Data Repository (DDR), Data Analysis Workbook, research based articles, journals, and manuals.

TACD's Director, Charlotte Gray delievered an address at Amherst Central School District Superintendent Conference Day on " School's Cultural Responsibility" on March 20th.
Metro Center's TACD recently partnered with Nassau Tract Teacher's Center and Nassau BOCES/SETRC on March 19th in bringing Freedom Writer's Diary author, Erin Gruwell to educators on Long Island. Gruwell, a nationally known teacher earned an award-winning reputation for her steadfast commitment to the future of education. Her impact as a change agent runs deep. The New York Times bestseller The Freedom Writers Diary chronicles Gruwell's extraordinary journey with 150 high school students who had been written off by the education system. By fostering an educational philosophy that valued and promoted diversity, she transformed her students'lives. She encouraged them to re-think rigid beliefs about themselves and others, reconsider daily decisions and ultimately re-chart their futures.
