Dr. Mirian Acosta-Sing
Dr. Mirian Acosta-Sing is a Resource Specialist with the Language RBE-RN at NYU. She has over thirty years of educational experience working with the New York City Department of Education where she has served as School Principal, Director of Bilingual Education, Staff Developer, and Bilingual Teacher. From 1986 to 2004, Dr. Acosta-Sing was the Principal of the Mott Hall School in Harlem, a Blue Ribbon elementary/middle school for Math, Science and Technology. Under her leadership, the school received numerous awards and recognition for innovative programs designed to encourage minority students to pursue careers in math, science and technology. The Mott Hall school model has been successfully replicated in more than twenty schools in New York City. Dr. Acosta-Sing has taught graduate level courses in bilingual education at City College, Bank Street, Lehman College and Fordham University. She studied and conducted research in India, Nepal and Brazil on Fulbright scholarships and has presented at international conferences including NABE, NSDC, National Association for Gifted Children, and Microsoft. She holds an M.S. in Bilingual Education, an M.S. in Administration and Supervision from City College and a M.S. and doctorate from Columbia University in curriculum and educational leadership. Dr. Acosta-Sing is fluent in Spanish.
Ms. Yolanda Delgado-Villao
Ms. Yolanda Delgado-Villao is a Resource Specialist with the NYS Language RBE-RN at New York University. Although she began her career at the New York City Department of Education as a Pupil Accounting Secretary, she subsequently held positions as a Bilingual Guidance Counselor, Bilingual Guidance Counselor Coordinator, Superintendent's Suspension Hearing Officer, and Assistant Principal of Pupil Personnel Services. She has vast experience in training Principals, Assistant Principals, Deans and Guidance Counselors on issues related to student support services. She also heard and resolved parent concerns, serving as a bridge between the schools and the community. She has an M.S. in Guidance and Counseling and an Advanced Certificate in Administration and Supervision from Hunter College.
Jessie Morisset Cadeau
Jessie Morisset Cadeau is currently a Bilingual Administrative Assistant at the NYS Language Regional Bilingual Education Research Network at New York University. She has over twenty years of experience in the field of administration. She was the Bilingual Administrative Assistant the NYS Haitian BETAC (HABETAC) at Brooklyn College for the past seven years. She is fluent in English, French and Haitian Creole.
Dr. Bernice Moro
Dr. Bernice Moro is a Resource Specialist with the Statewide Language RBE-RN at New York University. She has over thirty years experience in the fields of bilingual/ ESL and special education with the New York City Department of Education where she held positions as bilingual general and special education teacher, professional developer, administrator of special education programs, deputy superintendent of a school district in the South Bronx, and as Director of the Bilingual Education Technical Assistance Center (BETAC) at Hunter College. She has a M.Ed. from Temple University in special education and a Ph.D. in bilingual education from New York University.
Nellie B. Mulkay
Nellie B. Mulkay currently serves as the Executive Director of the NYS Statewide Language Regional Bilingual Education Resource Network (NYS Language RBE-RN) at New York University. Ms. Mulkay served as the Director of the NYS Spanish Bilingual Education Technical Assistance Center at NYU for five years. She is a bilingual Spanish educator with thirty seven years of experience in the public school sector, primarily at the New York City Department of Education, as program director at Lehman College, CUNY, and in academia as adjunct professor, graduate school of education, Touro College. Ms. Mulkay holds the following degrees: B.S. (Biology), Brooklyn College; M.S. (Biology), Brooklyn College; M.S. (7-12 Science Education), College of Staten Island; M.A. (Spanish), Brooklyn College, and completed all course requirements towards a Ph.D. at NYU (ABD) IN Bilingual Education/Curriculum and Instruction. Ms. Mulkay holds permanent New York State certification as a School District Administrator, and teaching certificates in Biology and General Science, grades 7-12 (Bilingual Spanish). She also holds several supervisory licenses from the New York City Department of Education, including Education Administrator and Principal, as well as teaching licenses in Common Branches and Bilingual (Spanish) Biology and General Sciences.
Xiomara Rodriguez
Xiomara Rodriguez is the Project Associate for the NYS Language RBERN at New York University’s Metropolitan Center for Urban Education. Ms. Rodriguez holds a Bachelor’s degree in English from Columbia University, where she was a member of the Serrano’s Scholars Program for Foreign Affairs. She became fluent in Spanish while in Ecuador, where she lived and traveled extensively. Prior to her work at NYU, Ms. Rodriguez was a dedicated and successful Office Manager/Administrative Assistant at the NYS Manhattan/Staten Island BETAC at Hunter College, CUNY. She is currently pursuing a Masters Degree in Adolescent Education in English at Hunter College, CUNY.
Nicole Baron Rosefort
Nicole Baron Rosefort began her NYC Board of Education teaching career during the late 1960s years of constant struggle for civil rights and Bilingual Education. Born in Haiti, she attended Holy Name School in NYC, then on to Cathedral HS and later, received a BA and MA from Hunter College, and a Professional Diploma from LIU. Nicole has served as District Trilingual Coordinator, Assistant Principal, Principal, Assistant to the Superintendent, Director of Literacy, Director of NYS HABETAC and is currently a resource specialist with the NYS Language RBE-RN.
Dr. Gail M. Slater
Dr. Gail M. Slater is the Deputy Director of the NYS Statewide Language Regional Bilingual Education Resource Network at New York University. She has over thirty-five years of experience teaching and supervising bilingual and English as a second language education from P-16 through graduate school. While holding positions as an ESL teacher, professional developer, curriculum coordinator and supervisor for the New York City Department of Education, Dr. Slater has worked with in-service and pre-service teachers at New York University and several branches of the City University of New York. She has published and presented for local and international organizations including NABE, TESOL, SABE, and NYSTESOL. Dr. Slater has advanced degrees in French from the Sorbonne University (Paris) and Middlebury College and in TESOL and Linguistics from New York University. Dr. Slater is literate in English, French, Spanish, Latin, Haitian, and Italian.
