The JJAG is one of fifty "State Advisory Groups" created by federal statue to, among other things, advise on the development of a state plan to address juvenile crime and to participate in the awards of funds from the federal Title II and Juvenile Accountability Block Grant streams. The members of the JJAG are appointed by the Governor.
The JJAG focuses on understanding and developing a strategy to address disproportionate minority representation in and contact with the juvenile justice system. Its priority is reducing serious, violent and chronic juvenile crime through:
The chair of the advisory committee stated that Dr. Fergus will greatly enhance the JAG's work on school related reforms and DMC through his significant expertise in both creating school environments that engage students for success and in disproportionality in special education settings.

- Objective analysis of available data to improve decision-making at critical points
- Secondary prevention efforts focused on youth at high-risk of delinquency
- Reduction in the inappropriate use of secure detention
- Reduction in recidivism among high-risk juvenile delinquents
- Reduction of disproportionate minority contact (DMC) which threads through each of these issues
