Unlocking New York City’s High School Progress Report, by New York University economist and IESP affiliate Sean Corcoran and Grace Pai, represents the most comprehensive analysis of New York City's School Progress Report (PR) to date. The study provides an in-depth analysis of the tool’s component parts and the nature of its metrics, as well as insight into its use of peer groupings to benchmark the performance of individual schools.
It finds that while the use of peers moderates the correlation between incoming student characteristics and scores, schools’ overall PR scores remain associated with many pre-existing risk factors, suggesting that a school’s score can be influenced by factors outside of its control. Moreover, some metrics--like the PR's Weighted Regents Passing Rates--penalize some high-achieving schools for failing to achieve mathematically impossible growth targets.
