As President Obama struggles with the decision to send many thousands more troops to Afghanistan, many foreign policy experts insist the battle for hearts and minds should not be taking place in those treacherous mountains, but in major cities like New York, Berlin, Paris and London. Even Denver.

The recent arrest of suspected terrorist Najibullah Zazi who is from Queens, focuses the spotlight on many chilling aspects of our domestic counterterrorism program. As the memory of 9/11 fades, we are forced to face the fact that there are terrorists among us who are intent on attacking us again. Meanwhile, the F.B.I. and NYPD remain locked in a counter-productive bureaucratic struggle. Eight years after 9/11, what has been done to make the world a safer place?
